Position Details

Position Summary:

The Police Inspector will conduct all internal investigations including those generated by citizen complaints, outside agencies and members of the Dolton Police Department. Department policy updates, deployment and training will be a primary focus for this position. The Police Inspector will conduct thorough background checks for police lateral and new recruit hires, and enforce policy relative to police personnel out on IOD or placed on administrative leave. The position will also assist with Command Staff level administrative projects.

Duties and Responsibilities:

• To conduct police and fire internal investigations, interrogations and prepare reports with recommendations.
• To maintain original organized case files of all investigations conducted.
• To inventory all evidence collected from investigations into the Dolton Police Department evidence vault.
• To collect, track and report on all Use of Force incidents identifying training needs.
• To prepare data analysis of citizen, departmental and outside agency complaints providing monthly reports to the Chief of Police.
• To maintain up-to-date policies through Lexipol that comply with Federal and State Standards and Reforms.
• To coordinate and administer annual policy training and law update training to members of the Dolton Police Department.
• To monitor and ensure policy training is documented and entered into employee personnel and or training files.
• To conduct thorough background checks of police and fire department applicants. This will entail reviewing past police and fire personnel files, litigation activity, social media conduct, and public records. To prepare reports for background checks making recommendations.
• To conduct investigations of alleged IOD and sick-leave policy abuse.
• To collect the police credentials (ID, badge, etc.) of employees who are placed on administrative leave or who are out on IOD in excess of 90 days.
• To provide administrative support for the Dolton Police Department Asset Forfeiture programs.
• To assist the Chief of Police and Deputy of Chief of Police with special projects. 

Work Relationships/lmpact:

The Police Inspector has a critical role within the Dolton Police Department requiring a high degree of professionalism, maturity, impartiality and confidentiality. The ability to effectively communicate and collaborate across a variety of networks is crucial.

Required Skills. Knowledge and Abilities:

• Fifteen plus years of law enforcement experience with preferably at least five years in a supervisory role.
• Equivalent to a Bachelor Degree from an accredited college with major course work in criminal justice, law enforcement, political science, public or business administration, a Master's Degree is preferred.
• An Illinois Law Enforcement Certification.
• Knowledge of current law enforcement investigatory concepts and techniques.
• Extensive knowledge of laws of arrest, search and seizure, service of legal process, rights of citizens, court procedures and rules of evidence.
• Skill in conducting and preparing professional investigative reports.
• Effective written and oral communication.
• Ability to work independently and productively.
• Ability to multi-task and meet stringent deadlines.
• Knowledge of Law Enforcement Union labor laws and policies.
• Proficient in operating video systems and equipment to collect live and still images.
• Proficient in Microsoft Office (Excel, Word, and PowerPoint).
• Must be able to interpret and apply federal, state, municipal and department laws, policies and procedures; conduct research, analysis and data collection; and be able to communicate and partner with personnel within the police department as well as within other agencies.
