Position Details

NATURE OF WORK: 

  • This position is responsible for supervisory duties in the 24-hour Emergency-911 Communication Center which include, but are not limited to, ensuring fire, police, and emergency medical services to the City of Evanston.
  • This position may work during evening hours.
  • Reviews, updates and enforces the established policies and procedures of the Communications Center.
  • First level Supervision of the Telecommunicators, engaged in dispatching police, fire, and EMS calls, throughout their 12-hour shift schedule.
  • Responsible for the first level of 24-hour support of the communications computer system, phone system and radio equipment.
  • The Assistant Communications Manager must be available for after-hour emergencies when necessary.
  • In the absence of the Communications Manager, this position may serve as acting Communications Manager.

ESSENTIAL FUNCTIONS (Specific assignment will include some or all of the following): 

  • Supervises the telecommunications staff by making monthly schedules, handling requests for time off, completing daily attendance sheets, recommending and scheduling training, and evaluating overall performance.
  • Provides supervision to staff that effectively ensures the efficient, timely, and continuous operation of the emergency center.
  • Keeps the Communications Manager informed of all activities within their scope of responsibility.
  • Maintains accurate files within the Communications Center including CAD Menu/Note files, , personnel files, equipment inventory, and other files.
  • Remains familiar with all Communications Center equipment including, but not limited to, radio and phone infrastructure, civil defense/tornado siren, fire alarm system, digital voice logger, Mobile Data Terminals, and TDD.
  • Ensures a good working relationship with other departments and courteous service to the general public.
  • Assists with coordinating training of all newly hired Telecommunicators.
  • Provides in-service or roll call training as required to ensure that every Telecommunicator has a thorough understanding of the Communications Center orders, policies, and procedures, and a working knowledge of communications.
  • Coordinates operational and maintenance work with other agencies including ChiComm, Motorola, and adjacent public safety agencies.
  • Oversees the maintenance of records for quality assurance (EMD) and a variety of computer systems including AT&T database, LEADS, and CAD.
  • Handles citizen complaints and personnel disciplinary issues in accordance with the Department's Standard Operating Procedures, General Orders, and other rules and regulations.
  • Monitors equipment and program performance, such as text-a-tip and text-to-9-1-1 and reports any problems to the Communications Manager and/or appropriate service agency.
  • Replies to court ordered subpoenas and search and provide copies of recorded information that apply to police or fire investigations.
  • Acts as computer system administrator for the agency's CAD system.
  • May assume temporary responsibilities of the Communications Manager during their absence.
  • As necessary participate in the recruitment and selection processes.
  • Performs special projects such as studies that require data collection and analytical assessment as needed.
  • May perform as a project manager on the implementation of new systems and services.
  • May have to testify to provide evidence in court.
  • Performs other duties as required or assigned.

MINIMUM REQUIREMENTS OF WORK: 

  • Must either possess an Associate's degree or higher from an accredited college or university and must possess three (3) or more years of progressively responsible experience in Public Safety/ emergency communications; OR must possess some college and at least five (5) years of work experience in a 911-Center (Required work and education must be clearly reflected on application/resume).
  • A bachelor's degree is preferred.
  • Knowledge, skills, and abilities in the following areas:
    • Considerable knowledge of and ability to use computer systems and networks, Internet search engines, word processing software, email, and Windows operating systems. CAD administrator experience desirable.
    • Ability to apply principles of rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. To interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form.
    • Ability to prepare work assignments, summaries, reports, memos, and purchase recommendations using prescribed formats and conforming to all rules and punctuation, grammar, diction, and style.
    • General understanding of principles underlying the laws and regulations of the municipality.
    • Excellent organizational and project management skills.
    • Excellent oral, written and interpersonal communication skills in dealing with individuals and groups at all levels.
    • Ability to analyze a variety of administrative, operational, fiscal, and social problems and make sound recommendations for solution.
    • Self-motivated, disciplined, organized, and reliable.
    • Innovative, creative, resourceful and independent thinking.
    • Ability to work a flexible schedule, if required, including weekends, evenings, and holidays.

PHYSICAL REQUIREMENTS OF WORK: 

  • The ability to work in a primarily sedentary position, with the ability to occasionally use force to exert up to 50 pounds.
  • The ability to lift, carry or otherwise move objects, books, materials, etc. using up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
  • The employee is subject to inside environmental conditions: protection from weather conditions, but not necessarily from indoor temperature changes. There are no environmental hazards associated with this classification.

SUPERVISION:

The Assistant Communications Manager reports to the Communications Manager who outlines work assignments, reviews work in progress, and completed work. Works closely with all relevant departments/bureaus to assist and inform in the incorporation of communication best practices, as appropriate. Guidance is provided via the City Code, Standard Operating Procedures, City policies and procedures, applicable state and federal laws and regulations, as well as a wide variety of information relating to positive youth development, ensuring that initiatives are met. Work is evaluated at least annually with respect to progress toward achieving goals, leadership, communication skills, customer service, ability to work productively and effectively with employees at all levels in the organization as well as elected and appointed officials, community groups and the general public.
