Position Summary:

Assist the Director of Campus Safety to advance the overall operations of the Department of Campus Safety. This includes providing direction and guidance to staff, recommending, preparing, and executing training sessions and safety programming, serving as a lead investigator, and participating in the on-call 24-hour duty rotation.

Manage and oversee all access and transportation components of the Department of Campus Safety.. This includes issuance of parking permits, maintaining and issuance of the community fleet vehicles and Campus Safety squad car(s), the Shuttle operation, and the Cardinal Red Bike Program.

Safety and security of the campus community and its buildings have a direct impact on the overall protection of program continuity, health, and safety of the college community. Perhaps most striking is the impact this function has on the safety and security of students, faculty/staff and guests with regard to accessibility. Therefore, this position must ensure that access to all campus buildings is controlled in order to facilitate a safe and secure learning environment. This includes the maintenance and inspection of all interior/exterior doors equipped with automatic locking mechanisms (card access hardware) and regular updates to the card access system. This position should also explore, recommend, and implement CCTV and dispatch operations. The Assistant Director’s proper management of the card access systems along with superior leadership skills will assist in ensuring the safety and security of all college constituents, students, faculty/staff, administration, visitors and assets.

The Assistant Director also supervises and oversees all campus switchboard operations and the implementation of future dispatch operations and will create and maintain protocols and procedures for all switchboard/dispatch operations. This includes, the hiring, training, supervision and evaluation of switchboard/dispatch staff.

Description of Key Responsibilities:

All functions described below must be performed, and it is normally the responsibility of the individual in this position to perform them and/or see that they are performed.

  1. Assist the Director by providing overall supervision and/or coverage of the campus safety department during assigned shifts, to include issuing and enforcing directives and work orders, communicating assignment requests from RT Tracker.
  2. Provide 24-hour administrative on-call coverage on a rotational basis and respond to all serious incidents and activities that occur within the college. Respond, oversee, and guide officers on shift in managing all manner of concern, including emergency/crisis response.
  3. With the Director of Campus Safety, supervise professional and student staff members as assigned. This includes Cardinal Red Bike, Shuttle, Community Fleet, parking permit distribution and parking operations are executed in an efficient manner and within budget. Provide vision and identify opportunities to expand the Parking and Transportation operations. Execute trainings as appropriate and strengthen the customer service aspect of the services offered.
  4. Serve as a lead investigator or co-investigator, as appointed by the Director of Campus Safety, on incidents requiring additional follow-up. Work with and support the Title IX Coordinator and/or Dean of Students as determined by immediate supervisor.
  5. Act on the behalf of the director or assistant director of patrol operations when he/she is absent.
  6. Represent the Department of Campus Safety on campus-wide committees or at community meetings/functions as assigned. Serve on the Behavioral Intervention Team for the College and/or represent the department in crisis planning exercises, when requested.
  7. Manage, monitor, and oversee the budget for all access and transportation services. Provide reports and recommendations on related budgetary matters.
  8. Assist leadership with monitoring the performance of campus patrols when necessary and patrol at other times to assist in assessing the effectiveness of professional officers and student campus safety officers.
  9. Assist with the review and processing of incident reports. Assist with initiating reports and collecting required crime statistics as required by Federal, State, and local government entities in compliance with the Clery Act and Student Right to Know Act and other laws. Write additional compliance reports necessary by law. Keep abreast of current legislation concerning Campus Safety, make recommended changes to operations, and present that information to staff and administration as appropriate.
  10. Oversee and utilize CBORD and CS Gold (building access and monitoring program) to manually assign or remove card access permissions from user profiles. Alter or create access groups and schedules to manage patron access. Obtain authorization from supervisor and/or managers in charge of overseeing certain locations prior to granting access outside of routine schedules. Coordinate with maintenance and campus safety during the process of conducting troubleshooting and repairs, as necessary. Update automated door lock and unlock schedules through the card access systems. Regularly check various event schedules for updates and respond to requests directed through email and other correspondence. Provide training to staff on CBORD and CS Gold as appropriate or directed by the Director of Campus Safety.
  11. Work with the locksmith to maintain accurate electronic records and review both hard key and key card access authorization each term. Distribute hard keys and keep record of employee’s access abilities. Work with the Director of Campus Safety and the Vice President of Business Operations on requests for altering access permissions.
  12. Work with information technology services in diagnosing and correcting errors in the card access system caused by network, software, or hardware issues. Become knowledgeable and utilize the surveillance camera software. Participate in, develop, and execute appropriate and on-going trainings for selected staff regarding such systems.
  13. Assess the need for staff development and training and conduct such training as appropriate or instructed by Director of Campus Safety. Attend trainings and professional development opportunities, specifically through NEMRT (Northeast Multi Regional Training), as assigned by the Director of Campus Safety.
  14. Explore, evaluate, recommend and lead the process of installing cameras and CCTV on campus. This includes collaboration with other College offices, especially Information Technology Services, to implement and become knowledgeable of a campus wide CCTV operation that can be monitored and maintained. This position would propose locations for cameras and be responsible for the training of select employees on how to operate, service, and monitor such systems.
  15. Evaluate the overall physical safety components of the campus. This includes evaluating and regular inspection of campus key card access systems, building hours, lighting, landscaping, doors, locks, gates, signs and other building and property features.
  16. Assist in the planning and coordination of campus wide emergency response plans, natural disaster preparedness and other risk-mitigation plans in collaboration with other campus departments.
  17. Maintain positive relations with external law enforcement agencies to obtain or exchange relevant protective service information.
  18. Ensure regular review of work assignment sources (i.e. email, electronic work tickets through RT Tracker, maintenance and campus safety personnel, and residence life workers) so that necessary activities are carried out in a timely fashion. Promptly report the completion of activities accordingly.
  19. Participate in new construction or large renovations by selecting new access hardware and verifying hardware schedules. Provide input in safety plans and operations for new facilities.
  20. Oversee the campus calendar and coordinate communication between reservation specialists within the campus community. Monitor the general campus email and provide support as the master reservationist.
  21. Implement a monthly events committee meeting and coordinate communications with departments to ensure physical space, safety needs and event requirements are met regarding logistics, housekeeping, maintenance, Campus Safety and the City of Naperville.
  22. Perform other duties as assigned by immediate supervisor.

Education/Training:

  • A bachelor’s degree in a related field or an equivalent combination of training and experience is strongly preferred. 

Experience:

  • Three years safety/security experience and at least one year of supervisory experience, ideally within a campus environment, is preferred.
  • Certification in emergency first aid and CPR is preferred.
  • Preferential consideration may be given to candidates fluent in the Spanish language.

Licenses or Certifications:

  • A valid driver’s license and acceptable driving record.
