Description:
The Records Manager supervises the overall operations and activities of the
Police Department Records Section and accomplishes all records management
functions.
He or she exercises direct supervision of assigned clerical personnel and is
responsible for training, shift scheduling, authorizing overtime, establishing
work goals, preparing employee performance evaluations, conducting internal or
citizen complaint investigations, providing corrective counseling, and
initiating or recommending disciplinary action.
The Records Manager ideally possesses specialized knowledge of police records
operations and computerized law enforcement information systems, including C.A.D.
and traffic and parking citation management systems. He or she reports to the
Day Shift Commander.
The Record Manager’s major duties and responsibilities include the following:
Oversees, coordinates, and performs the collection, maintenance, retrieval, and
distribution of official law enforcement documents and information in accordance
with federal and state laws and department policies.
Develops, revises, and implements policies and procedures to ensure compliance
with statutes affecting police department records functions, including
confidentiality and release of records and criminal history information.
Serves as department custodian of records, managing responses to discovery
motions in criminal and civil cases, directing responses to all requests for
release of records and information, and testifying in court as required.
Prioritizes, assigns, supervises, and reviews the work of Records Section
personnel.
Reviews records and reports for accuracy, completeness, and conformance to
applicable laws, policies, and department standards.
Assists the Chief of Police with budget preparation and projections.
Performs related duties and responsibilities as required.
If bilingual, assists employees in communicating with non-English speaking
citizens.
