EXECUTIVE DIRECTOR OF THE

WEST SUBURBAN CONSOLIDATED DISPATCH CENTER

 

 

The Board of Directors of West Suburban Consolidated Dispatch Center (WSCDC) is seeking a dynamic and highly experienced professional to serve as its next Executive Director of the Agency.  The Executive Director is responsible for the operations of the WSCDC emergency communications and 9-1-1 center that serves the citizens of Elmwood Park, Oak Park and River Forest, Illinois.  WSCDC provides dispatching services and related emergency communications for the police, fire and emergency medical services for each village.

 

 

Job Description

 

The Executive Director is responsible for providing effective and efficient public safety services within a multi-jurisdictional, public safety answering point environment. The Executive Director is responsible to the Board of Directors of the West Suburban Consolidated Dispatch Center (WSCDC), a joint venture between the Villages of Elmwood Park, Oak Park and River Forest, and serves as the chief administrative officer of the Center. The Executive Director develops policies and procedures and utilizes them in the operation of the Center. The Executive Director consults with Board of Directors prior to major changes in policy or methods of operation that differ from current operations. The Executive Director will perform other related duties as directed.

 

 

EXAMPLES OF DUTIES (Illustrative only; employee may perform other duties as assigned) 

  1. Attend all meetings of the Board of Directors and the Operations Committee unless excused.  As an attendee, the Executive Director shall have the right to take part in the discussion of all matters coming before the Board of Directors and the Operations Committee, but shall have no vote; and shall receive notice of all meetings, regular and special of the Board of Directors and the Operations Committee.

  2. Appoint, evaluate, promote, demote or remove employees of the WSCDC pursuant to the approved budget and in accord with the policies and procedures of the WSCDC.

  3. Recommend to the Operations Committee for adoption of such measures as may be deemed necessary or expedient for the efficient operation of the WSCDC.

  4. Enforce, administer, and to make operative the policies of the Center as established by the Board of Directors and the Operations Committee.

  5. Prepare a monthly report of the WSCDC's activities and to submit it to the Board of Directors and the Operations Committee.

  6. Prepare a proposed annual budget as well as a report of estimated revenues in order to determine the estimated funds necessary to defray the expenses of the WSCDC for the fiscal year and to present same to the Board of Directors and the Operations Committee in the manner set forth.

  7. Perform such other duties as may be delegated from time to time by the Board of Directors of by the Operations Committee.

  8. Prepare a proposed annual budget for the Operations Committee no later that August 1st of each fiscal year.

 

QUALIFICATIONS

  

Training and Experience: Completion of a Bachelors Degree with a major in Public Administration or a related field, and a minimum of ten (10) years experience in an operational public safety communications position with five (5) of those years in a supervisory or administrative capacity, preferably in a multi-position, multi-jurisdictional environment; or an equivalent combination of training and experience which provides the required knowledge, skills and ability required for the position.

 

A Masters Degree in Public Administration or a related field and labor and contract negotiation experience are desirable.

 

Knowledge Skills and Abilities: Considerable knowledge in the following: principles of organization and administrative procedures; knowledge of the laws and regulations pertaining to transmitting and receiving messages; knowledge of current improvements and developments in Police, Fire and EMS communication systems and equipment, including computerization; knowledge of budgeting procedures and practices for public sector agencies; establishing and maintaining effective relationships with Public Safety officials, employees, and other governmental agencies; ability to manage telecommunication programs and activities; ability to address and resolve departmental employees problems, developing programs or discussing services; ability to write clear and concise reports.

 

 

Compensation


Minimum: $90,000; Maximum: $110,000


Salary is negotiable dependent upon experience and qualifications.
