The Position
Police Sergeants are
responsible for supervising, assigning, training, and reviewing and
participating in the work of law enforcement staff responsible for providing
traffic and field patrol, investigations, crime prevention, community relations,
training, and/or related services and activities. In addition to providing lead
support, Sergeants may be called upon to perform watch commander duties.
We are actively seeking Police Sergeants
who are committed to the vision of pioneering a new way of policing. Citrus
Heights envisions an operation in which sworn-staff enjoy communicating and
building relationships with individuals in the community. We want to take the
overused, and often under implemented, concept of “community policing” to a next
tier and we are looking for innovative Sergeants to assist in this venture. The
position is a member of the sworn, non-management team and is non-exempt under
the Fair Labor Standards Act. More information on duties is outlined in the

Modern Facilities and State-of-the-Art
Technology
The Police Department is housed in an 18,000
square foot facility built three years ago and designed specifically for police
operations. Personnel will be equipped with the latest, quality safety
equipment; including an entirely new vehicle fleet. The City is already engaged
in expanding the police facility to include a state-of-the-art 911 Dispatch and
Police Communication Center to be available to communication staff by start-up
in summer 2006. In addition, the City recently began using a Citywide GIS
system, document imaging system, and Intranet, which are available to all staff
members.
Compensation and Benefits
$63,547 - $76,256
annually. The City’s
Pay-for-Performance system recognizes employees for their accomplishments and
compensates them with a blend of annual base salary increase and annual
incentive award (bonus). This unique system replaces the 5% step system and
annual COLA. You will have the ability to differentiate yourself and your
related compensation. This unique and powerful system is a core component in
the City’s human resources system.
The City offers first-class benefits,
including 100% City-paid PERS retirement (3% @ 50); 17 days of Annual Leave (to
be used for vacation or sick time); 5 days of Long Term Medical Leave; $1,013
monthly City contribution toward health insurance (effective 01/01/06), and if
alternative health care coverage is demonstrated, a $500/month cash-out may be
added to salary or deferred compensation; fully paid dental, vision, life, and
short term/long term disability insurance. The City does not participate in
Social Security, but does participate in State Disability Insurance (SDI). More

Sworn personnel assigned to the 7/80 shift
schedule in patrol will work six 12-hours shifts and one 8-hour shift over a
14-day period. They are scheduled off for 50% of weekends per year. In
addition, a unique paid 4-week sabbatical is provided in-lieu of paid holiday
time.
One-Time Recruitment Incentives
– In launching the new department, the City is offering to all individuals hired
into police specific positions an Annual Leave accrual rate based upon their
years of service with their most recent public sector, law enforcement agency
and a $1,500 relocation assistance award.

Minimum Qualifications for Police
Sergeant
Minimum qualifications for this position are

Experience and Training:
Four-years of full-time employment as a Police Officer for a California
agency. Possession of a P.O.S.T. Intermediate Certificate is highly
desirable.
Education:
Equivalent to graduation from high school
supplemented by specialized training or college level coursework in law
enforcement, criminal justice, or a related field. An Associate’s degree from
an accredited college is highly desirable.
License:
Possession of a valid California Driver’s
License at time of appointment.

Schedule and Examination/Selection
Process
Promotional
– If necessary, the City will administer a Sergeant’s exam to non-lateral
applicants tentatively scheduled for Saturday, October 29, 2005 at 10:00 A.M.
The testing process is by invitation only. Candidates will be notified by
October 21, 2005 if they are being invited to participate in the examination
process.
All application materials will be carefully
reviewed. Those candidates whose experience and training most closely match the
City’s needs will be invited to participate in oral board interviews tentatively
scheduled to begin during the week of November 14, 2005.
To expedite the selection process, invited
candidates will be sent a California P.O.S.T. Personal History Statement to be
completed and returned no later than their scheduled oral board date. The oral
board panel will recommend a group of candidates for a Chief’s interview.
Finalists will then be subject to a polygraph examination and if these results
are acceptable, a background investigation will be conducted using P.O.S.T.
guidelines. This background will minimally include verification of education,
employment, military service, criminal history, civil litigation, credit
history, DMV records, and personal history, and personal contacts will be made
with relatives, friends, neighbors, landlords, employers, and other associates.
Upon receipt and review of the background report, conditional offers of
employment may be made, and final candidates must then pass medical, drug
screening, and psychological examinations conducted by City-appointed
physicians. The probationary period for this position is 18 months.
