THE POSITION: The City of Napa is accepting applications for Public Safety Dispatcher I. Incumbents will perform the duties of a Public Safety Dispatcher in a training capacity under close supervision, and will progress to greater independence with training and experience within a formal training program. Promotion to the journey-level Public Safety Dispatcher II ($3,981—$4,810 month plus 5% Emergency Medical Dispatch differential) is expected within 18 months.

EXAMPLES OF DUTIES: Duties may include, but are not limited to the following: Receive emergency and non-emergency telephone calls, evaluate nature of calls and enter information received in a computer-aided dispatch system or a back-up manual dispatch card system; assist callers in dealing with medical emergencies prior to arrival of emergency personnel; relay information and/or instructions to field personnel; dispatch emergency services units in law enforcement, fire, and/or paramedic services; operate a computer, telephone and radio console providing information to public and agencies concerned with emergency operations; refer calls to appropriate agencies; maintain and prepare accurate records and logs of messages received and dispatched.

QUALIFICATION GUIDELINES: One year of office support-related experience which included significant contact with the public is required. Experience performing work which is closely related to dispatching is preferred.

REQUIRED KNOWLEDGE/ABILITIES:

Familiarity with the functions of law enforcement, fire, paramedics, and other emergency services; basic terminology used in emergency radio and telephone communications. Working knowledge of general clerical methods and procedures; basic record keeping principles and practices. Skill in typing accurately at a speed of not less than 35 words per minute. Ability to learn techniques, procedures, and methods used in the operation of communications equipment; learn dispatching codes; follow oral

and written instructions; perform routine clerical duties; read and interpret street maps; communicate effectively both orally and in writing; obtain information from individuals in emergency situations; transcribe information obtained over telephone or radio into a computer-aided dispatching system; listen or talk while at the same time perform various additional tasks; react quickly and accurately in emergency situations; establish and maintain cooperative working relationships with others.

SPECIAL REQUIREMENTS: Incumbent must be willing to work irregular and/or rotating shifts, overtime, holidays, and weekends as required. Bonafide residence within a 60 minute travel distance of the Dispatch facility is required by completion of the probationary period. (The City Manager shall retain the right to waive these requirements in cases of hardship when it is determined that the performance of City services is not compromised). Incumbents must learn and demonstrate the ability to operate a computer-aided dispatching system, and must successfully complete Emergency Medical Dispatch (EMD) training and P.O.S.T. Dispatch Training during the first year of employment.

THE EXAMINATION:

Candidates who meet the minimum requirements will be invited to participate in a WRITTEN EXAMINATION, tentatively scheduled for MAY 25, 2004. Candidates who pass the written exam will be invited to an ORAL EXAM INTERVIEW, tentatively scheduled for JUNE 17 & JUNE 18, 2004.

Candidates who have attained a T-score of at least 56 on the POST Entry Level Dispatch Exam, administered by an authorized Agency within the last 12 months may request to waive participation in the May 25, 2004 exam. Evidence of a T-score of at least 56T must be provided in the form of a letter issued directly from the administering agency which contains: (1) candidate name and social security number, (2) date on which the candidate took the POST Entry Level Dispatch Examination, and (3) T-score attained. Candidates must EITHER provide documentation of an alternate acceptable T-score OR participate in the May 25 exam; failure to meet one or the other of these requirements will result in disqualification.

Rank scores will be determined based on both the Written Exam score (60%) and the Oral Exam Interview (40%). Candidates must successfully complete both exam elements to place on the eligibility list. The list established as a result of this recruitment may be merged by score with future eligibility lists as needed. The probationary period of 1 yr. is the final phase of the selection process.

Typing Verification: Verification of typing proficiency at the rate of at least 35 net wpm must be submitted in the form of a typing certificate from an accredited school or other authorized agency. Certificates must have been issued within the last twelve months, must state that the computerized test was 5 minutes in length, and must specify the number of gross words per minute and the number of errors. (Note: 2 points will be taken off for each error).
