LETTER FROM THE PUBLISHER Dear Reader, What a difference a month can make. Since my last writing here our country has gone to war and our Terrorist Alert status has been elevated from yellow to orange, indicating a high state of alert. All around the country citizens are exercising their constitutionally guaranteed right to assemble and to speak out, both for or against the military action in Iraq. Most of the anti-war demonstrations have been peaceful, but what impact are they having on the local police departments that are charged with maintaining order and public peace during these events? To begin, consider that virtually every police department has some percentage of its officers who are in the military reserves, and many of those have been called to service. When these officers are called to national service, the are obviously unavailable for local service. How large an impact is this? In the relatively small community where I live there are 40 patrol officers, with two in the reserves. One of them was called to duty months ago, and the other is on high alert and will very likely be activated soon. Is this 5% representative of an average? I do not know, but am certain some departments are effected less and some much more. Now consider the “High” state of terrorist alert. This places an additional burden on the police department's remaining officers. Depending on the nature of the community this burden could be great. If there are sensitive potential targets that require attention, for example, this could take officers directly off the street. Finally, we add the anti-war protestor, who demands attention from the remaining police officers. There is no question that they have a right to assemble and proclaim their opposition of the war, in fact it is war against oppression that makes these demonstrations in this country possible. What is different now is that we have a homeland threat unlike ever before in history. With local law enforcement resources stretched as they are, this exercise of free speech is having a more direct effect on public safety than ever before. The right to assembly and free speech is one of the things that makes this country great. Discretion in exercising that right is one of the things that can help keep this country safe. Unlike Viet Nam or other past conflicts, civil disobedience may directly benefit our terrorist enemies by distracting our burdened local police.
