LETTER FROM THE PUBLISHER Dear Reader, A remarkable series of events has taken place since our last issue. A three week reign of terror in the Washington, D.C. area began and came to an end, with 10 dead and three arrested. Montgomery County Police Chief Charles Moose has become something of a celebrity, taking both criticism and praise. Who is Charles Moose, and where did he come from? Chief Moose is a street cop who worked his way through the ranks of the Portland, Oregon Police Department. He began as a patrol officer in 1975, made Sergeant in 1981 and climbed all the way to Chief in 1993. He served as Chief of Portland PD until he was appointed Chief of the Montgomery County Police Department in August 1999. He holds a Bachelors Degree in US History, a Masters in Public Administration and a PhD in Urban Studies. Like many of you, I followed this story closely, and am impressed with the way this was handled by police. Chief Moose showed great leadership and poise during this remarkable three weeks. The complexities of coordinating all the local, state and federal agencies and bringing this difficult case to a successful close was a monumental task. Moose personally took on the media, delivered messages to the killer thoughtfully and skillfully and was the front man for a very complex coordinated police effort. The media was all over this story and was following their own agenda with “police experts” speculating about “profiles” that were detrimental to the investigation, there was more than one false witness that came forward and tried to derail the case, and the evidence that resulted in the arrests came in from Alabama and Washington State. There is going to be a huge “Monday morning quarterback” effort now, much of which will focus on Chief Moose. As you listen to the criticism do not lose sight of how difficult a position he was in. When the facts are known I believe we are going to see an example of some excellent police work performed under extreme pressure.
